As you can find evidenced online, the concept Resource Based Economy was originated by Jacque Fresco on what was probably at a time the futuristic looking Venus Project. Fresco himself did not come up with this idea on his own, rather his philosophy is greatly influenced by his research as a member of the Technocracy movement in North America in the 1930s.
The Technocracy movement was representing the idea that society might benefit from being managed by experts, rather that by popular figures, and that the economy best be constrained by our resources, rather than a grandfathered percieved value dynamic. It was founded by engineers and the ideas it promoted were basically science applied to reality, plus a little common sense. Fresco did have some qualms with Technocracy Inc, the research organization behind the Technocracy movement and they parted ways, with Fresco instead focusing his efforts on his own project and vision. But the ideas at their core didn't change.
In the late 1990s, a new research organization formed independently in europe called the Network of European Technocrats. This organization aimed to revive the concepts researched by Technocracy Inc in the 1930s and modernize them for application in the world we live in today. As we are located in europe, we connected and researched in cooperation with this organization for several years. Upon the release of the Zeitgeist movies, that popularized the work of Jacque Fresco and by association the work of early Technocrats, we were able to bring our ideas of Technocracy applied to the modern world, to a wider audience.
The Technocrats original proposed economic system is called Energy Accounting, an economical model based on estimating the total energy generation capacity of a continent, distribution of the rights of managment of this energy to the entire population in the form of Energy Credits, and direction of the use of this energy by paying for manufactured goods with said Energy Credits. The economical system of a Resource Based Economy, is the same thing, except limited by every single resource independently, rather than just by energy.
